In short
In the European Union, a perfume is a cosmetic under Regulation (EC) No 1223/2009. Before sale it needs a Responsible Person established in the EU, a safety report by a qualified assessor, a product information file, CPNP notification and a compliant label, including allergens under Regulation (EU) 2023/1545. Your job here is to turn the guide into a route for one product.
What you will learn
- Describe the EU Responsible Person's role
- Map the documents needed before an EU sale
Before this lesson: United States, MoCRA: Study Guide
What to look for as you read
- Which duties belong to the Responsible Person, and whether you can hold that role from where you are.
- What a safety assessor will need from you. The next-but-one guide returns to this.
- Which label elements apply to a perfume.
Practical exercise: An EU route for one perfume
- Imagine one perfume, made outside the EU or within it: state which.
- Draw a route from final formula to first sale, listing each document or action, who owns it and its legal article.
- Draft the label's ingredient list as you currently understand it, based on your allergen check.
- Mark any step you could not do yourself, and how you would get help.
You have done this well if each step cites an article or official page, and the route includes someone qualified doing the safety assessment. Do not treat this as a compliance decision: it is a learning exercise.
